Can a cracked trailer frame be welded legally?

It depends where the crack is. Federal rule 49 CFR 393.201 says frame repairs on commercial vehicles must not weaken the frame and welded repair is limited to the manufacturer's guidance. In practice that means many frame cracks become a reinforcement repair, welded plus plated, and some cross member and hardware repairs are straightforward welds.
